THE PRESIDENT'S LETTER
The new Board of Directors elected after the annual meeting in December, 2008, summarized above, has been active.
The Board held meetings in 2009 each month January through May. After a break in June, July, and August, monthly meetings started again in September. These meetings are in accord with the SVHAI by-laws, which require at least one meeting per quarter.
The board wishes to thank Linda Ryburn, Bill Dunk, and Miguel Borunda for their efforts this past year and regrets that they had to resign from the board due to other obligations.
We are pleased to welcome new board member Helene Feinerman, who joined us in April.
Four Board positions and one Committee Head positions remain to be filled this year. Also, six of fourteen Neighborhood Representative positions remain to be filled. The Board would welcome volunteers for any of the open positions. Contact Mary or Chris Cooper if you have an interest in this. Neighborhood “Reps” attend the monthly Board meetings and are a good first contact for anyone with a complaint/comment. You are also encouraged to contact the website or individual members at the above addresses with any of your concerns.
Ongoing issues the board is monitoring include the following:
Immaculate Heart property: It appears nothing has changed since the update provided at the 2008 Annual Membership Meeting.
TUSD Land Swap: This involves property north of St. Albans Church on Sabino Canyon road that is in negotiations to be traded by TUSD to a private developer. The SVHAI is listed to receive updates on these discussions and will communicate with the developer and the county as appropriate.
Metro Water Well: A new well is planned to be drilled in the wooded area south of the Fruchtendler school playground. Metro water and TUSD are in negotiations that should be finalized in the next few months. They plan to develop only part of the east portion of the lot. Due to relics already found on the site, an archaeological dig will have to be conducted in the area to be used before any construction can begin. Former SVHAI President Reb Guilot is on the Metro Water Board and is looking out for area interests. Reb has indicated to us that visual impact and noise issues will be addressed. One advantage of relocation is that the existing well has a history of contamination problems from horse facilities runoff upstream of the site. The new well will be further from the river, easing production of quality water.
Sabino Canyon Road Extension from Tanque Verde to Kolb: The Tucson Regional Transportation Authority (RTA) is planning for this project as one of 35 approved by Pima County Voters in the last election to start before 2012. In case you missed it, we will post a copy of the flyer sent by the RTA on our website.
Budget: Even with the increase in the annual dues last year and increased membership we are not currently covering expenses. The shortfall is approximately $2000 per year. This is primarily due to costs for the Roll-off events and the newsletter. As of the last newsletter mailing we mailed to 873 addresses of which 368 are up to date with SVHAI dues. Although this is higher participation than in previous years, it remains less than 50% participation. See the mailing address for status of your dues. The form on the last page may be used to update your dues. The SVHAI is an important means to help maintain area property values, and it would be very helpful to have greater member participation. We are looking into cost cutting measures. The board has the option to cover budget shortfalls by increasing membership fees or by funds withdrawal from the association savings account, but these are considered last resorts.
These and other items will be discussed at: Annual SVHAI open meeting to be held December 8th, 2009, 6:00 to 8:00PM at Udall Park.
Members are encouraged to visit the website and make meeting item suggestions, other comments, or specific (anonymous) complaints in the area provided there. Copies of the CC&Rs are available on the site. The readability of some of these is poor and the Board is attempting to improve this.
WASTE CLEANUP AND RECYCLING EVENT (“ROLL-OFF”)
The April 2009 roll-off was used by 69 members, with a total of 97 loads. Saguaro Waste Management hauled away six roll-offs. We also filled a “Habitat for Humanity” truck with recyclable building supplies and hauled a pickup load of old electronics to RISE (County Computer Recycling).
There is no charge for roll-off use by SVHAI members. Member dues pay for the roll-offs. Our goal is two roll-offs per year with a permanent schedule so that members can better plan for them. Each year, we will schedule roll-off sessions for the Saturday after Easter and the Saturday before Halloween (with at least a week before Halloween).
THE SECOND 2009 CLEANUP:
Date – Saturday 24 Oct 2009.
Times – 7:00AM to 4:00PM
Location - On Pantano Road south of Cloud Road (just north of where the road narrows)
Monitors – Monitor shifts can be ½ to 1 hour, or more. To volunteer for monitor duty, contact Sue or John Sinclair at the above email address.
Membership Checklist – To obtain a better record of use of the roll-off program, there will be a membership check list at the roll-off for members/users to sign in. Members are encouraged to update their dues payments at the roll-off site.
Recyclable Items - We again plan for the Habitat for Humanity HabiStore to have a truck available for recyclable construction materials. They will take: doors and windows (double pane only), cabinets, furniture, all appliances, lighting, books, TV’s, disc players, sinks, faucets, hardware for doors/windows, plumbing, electrical parts, and artwork. This is a great opportunity to recycle usable building materials that you may have in your garage or yard.
Hazardous Waste – No liquids, tires, or batteries will be accepted for the cleanup. These may be disposed of at the City/County Household Hazardous Waste (HHW) offices. They have had their budget severely cut and are not currently doing outreach. The closest HHW site to SV is the Eastside City Hall, 7575 E. Speedway, open from 8 a.m. to noon the first Saturday of every month.
Electronics and Metals - RISE, Equipment Recycling will be joining us to collect used electronics and metals, which are either refurbished or recycled. They also collect at 1134 S Park, Tucson, AZ 85719, telephone: 623-7162.
Clothing and Household Goods - The Family Attic Thrift Store is a new addition to our recycling program. They accept donations of: Furniture, clothing, household goods, books, and other collectables. They are a nonprofit thrift store whose proceeds benefit children and families involved in foster and adoption services, child and family counseling and crisis pregnancy counseling. They are located at 1066 S. Pantano (at 22nd). For pickup call 886-6363. Donations are tax-deductible.

COMPLIANCE COMMITTEE UPDATE
Satellite dish: The Board worked with the owner and secured removal of the satellite dish.
Remodels: Two sets of plans for home remodeling were submitted to the committee. These were reviewed and approved as in accord with the CC&Rs.
Trash: Two complaints about yard trash were resolved by working with the owners

Compliance Committee Procedures: Our purpose is to serve SVHAI members. Please be assured that this committee does not initiate any action unless there is a complaint made by a Homeowner.
WASTE MANAGEMENT
With the authority given in the CC&Rs, as representative of the Homeowners, the SVHAI signed a new agreement with Waste Management (WM) effective July 1, 2009 for an exclusive five year waste removal contract for the SVHAI area.
The agreement includes a lower “association rate” to all SVHAI members to provide one 96 gallon container and one smaller recycle bin for $12.67 per month. Those who have been receiving two 96 gallon containers, may continue to receive them at this rate. This is a recent increase in rate, but is still lower than the $17.50 rate charged to single homeowners and compares favorably with rates offered other associations.
With this agreement, WM replaced the old recycle bins with new wheeled 64 gallon containers. This exchange is completed. Contact WM if you have not yet received yours. At no additional cost, you have the option to exchange the 64 gallon container for a 35 gallon or 96 gallon recycle container. Contact WM to make this change.

The mailing label on this newsletter contains your membership status. If you are up to date and current with your association dues the label states "Paid through" followed by the year paid through. Annual dues are in addition to any fees paid upon purchase of your property. There are no “one-time” membership payments.
Dues not current are indicated on the label by “MEMBERSHIP EXPIRED" followed by the year of expiration. Contact the membership committee if you find any errors in the mailing label.
